On Tuesday, November 8^th a Special Election will be conducted for the City of Atlanta. Voters will have a few questions to decide depending on where they live. For District 8 voters we will be deciding whether or not to allow Sunday alcohol sales and whether or not to extend the E-SPLOST for the Atlanta Public Schools. A sample ballot is attached (the special election for School Board District 2 does not apply to us). Please also see below for information regarding early voting locations.

Council District 8 & Redistricting 2011

How it Will Affect District 8:

The district boundaries and current population of District 8 are going to change. City Council is about to embark on its 2011 redistricting process, which means district boundaries and resident populations will shift as new boundaries are drawn to make sure the populations of each council district are balanced and representation on Council is fair. Redistricting is conducted every ten years following the US Census results, which showed in 2010 that District 8 actually has more residents- 38,063 to be exact- than the average goal of 35,000 being that Atlanta has a total of 420,003 residents. This means that the natural boundaries of the district, those to the south and east, will have to change in order to give and lose (for those districts that are too small) some residents to bordering districts, which include Districts 7, 9 and a small part of 3.

Federal and State Requirements/Guidelines:

Even though Full Council has final say-so over the new district boundaries, we must follow Federal and State requirements and guidelines when redrawing the lines. As mentioned above, the goal is to even out the district populations so that each district has around 35,000 residents. In addition, district lines must be contiguous and follow natural boundaries. Council will also strive to keep current voting precincts whole and communities of interest intact. A Federal requirement that must be adhered to is that new boundaries must not in any way improperly dilute the minority vote. This requirement stems from the 1965 Voting Rights Act and further means that the City must gain preclearance of the final, proposed district lines from the US Department of Justice prior to them being adopted and becoming effective.

Citizen Input and Participation:

One of the most crucial components of redistricting is hearing from residents since they know their neighborhoods and their representative needs best. During the year-long redistricting process (the final district lines must be ready by August 25^th in order for candidates to meet the 2013 General Election residency requirements) multiple proposals and maps will be created and shared with the public for review and comment. The maps will be made available on-line and in the City Hall atrium. In addition there will be set public hearings which you will receive notice of through the NPUs as well as the City’s website and my office. I want to make sure that I hear directly from my constituents regarding the upcoming proposals, which is why I’ve gone ahead and included the current redistricting schedule below.

Proposed Congressional Redistricting Splits Buckhead

The redistricting plan for Georgia Congressional districts was announced this afternoon. The proposed maps and data are on-line at this site:

Under the plan, most of Buckhead is to be moved to the 11th Congressional District, now represented by Phil Gingrey. The rest remains in the 5th Congressional District, now represented by John Lewis. I have annotated the maps published by redistricting officials to add Buckhead neighborhood names and boundaries.

Split neighborhoods - Congress: It appears that two neighborhoods are split between multiple senatorial districts: North Buckhead and Historic Brookhaven. See my annotated maps, page 3, for details.

If you see any errors in this report report or in my maps (or suspect an error), please let me know.

We will collect bulk items once per month within each quadrant of the City as follows:

Northeast – 1^st Monday of the 1^st week of each month
Southeast – 2^nd Monday of the 2^nd week of each month
Southwest – 3^rd Monday of the 3^rd week of each month
Northwest – 4^th Monday of the 4^th week of each month

This schedule is a guide to show the starting date per quadrant. We will work in each quadrant until streets are completed. We will post notices at neighborhood entrances prior to pick up. When there is a 5^th week in a given month, that time will be used to recheck areas throughout the city where bulk collection may have been delayed due to weather or resource issues. Here is additional information about bulk waste pick up:

Bulk waste refers to materials with a total weight, volume and/or size too large for the City’s residential garbage collection trucks to remove. This includes items such as appliances, large furniture, large piles of tree branches, large metal or wooden playground equipment, or similar items.
Yard trimmings in excess of piles 4 ft in length and 6 inches in diameter are considered as a bulk waste pick up and will not be picked up on the scheduled pick up day for household garbage and recycling. Bulk yard trimming will be picked up per the posted bulk pick up scheduled described above.
As a result of the new Solid Waste 3n1 service initiative, bulk items will be picked once per month per the posted bulk pick up scheduled described above.
Place all items scheduled for pick up at the curb on the Sunday of the scheduled per the posted bulk pick up scheduled described above.

The Department of Public Works continues to improve on our service delivery. Effective August 1, 2011 we will begin citywide quadrant based weekly collection service for household garbage, recycling, and yard trimmings.

Quadrant based service will allow for concentrated efforts in a given area, reduced carbon emissions and reduced missed pickups.

The new quadrant based service will also provide for additional services such as residential street sweeping in most areas, scheduled bulk waste pick-up and concentrated solid waste education and enforcement. Customers will receive prior notice of scheduled street sweeping and bulk waste pick up dates.

Household garbage, recycling, and yard trimmings will continue to be collected weekly per quadrant of the city as follows:

Cloudland Drive Recyclying wasn't picked up last week. I called to report it but that didn't help - it still hasn't been picked up. Our normal day is Thursday and we place it on the curb Wed night....

It would be interesting to review their contract for services to see if lack of service results in any lost revenue to the contractor.
